This outfit screamed Blair Waldorf to me. The cardigan over the shoulders, the short lycra shorts with an oxford, the high belt, the cute shoes and big sunglasses that will shield her dainty eyes from harmful rays, are all so polished and refined yet new and of-the-minute I would not be surprised if I saw it on "Gossip Girl" in the upcoming seasons. I just love it.
